Toptal vs Upwork, Upwork vs Toptal for Employers, Fees Compared and What a Developer Costs on Each

Hiring for a fully-remote role while you weigh this up? Post it here for $199 a month, salary range shown, employer verified by hand, read by an audience that wants nothing but remote work.

Upwork is the cheaper platform and Toptal is the faster one. Upwork charges clients up to 7.99% on its free Basic plan, or 3% for eligible US clients paying by bank account, and you screen freelancers yourself. Toptal charges a $79 monthly fee, does not publish its rates, and hands you a pre-screened shortlist, usually within a day by its own account. On a three month part-time project the difference is about $6,700 in Upwork's favor. For a permanent developer, both routes cost more than hiring directly.

Is Toptal better than Upwork?

Toptal is better when the thing you are short of is time. It says it screens for communication, domain knowledge and professionalism, that it accepts fewer than 3% of the more than 200,000 people who apply each year, that it introduces candidates within 24 hours in almost all cases, and that 90% of clients hire the first person introduced. Those are Toptal's own figures, not audited ones, but the trial terms are concrete: up to two weeks, up to three people per position, and no bill if you are not satisfied.

Upwork is better when the thing you are short of is budget and you can judge the work. It is an open marketplace. Anyone can create a profile, rates run from very low to very high, and a job post can draw dozens of proposals. That breadth is the product. The cost is that someone on your side reads the proposals, checks portfolios and runs a technical screen, and if that person is your only senior engineer, their week is the most expensive line in the budget.

What a developer costs on each, in three scenarios

Rates vary too much for a single answer, so here are three common shapes of work at two assumed rates: $95 an hour on Toptal, the middle of the reported range, and $65 an hour on Upwork, close to the hourly equivalent of the May 2025 median US software developer salary of $135,980. Upwork's contract initiation fee is left at its $14.99 maximum.

Three things stand out. On small and medium projects Upwork is 27% to 31% cheaper at these rates, which is real money on a $25,000 project. The bank payment option is worth setting up if you are US based, because it takes the 3% rate instead of 7.99%, saving about $6,750 over a full year at $65. And the full-time row looks like a win for Upwork, until you ask what that arrangement actually is.

A contractor working 40 hours a week for you for a year, on your projects and your schedule, is the pattern that federal and state worker classification tests look at most closely. What happens when you want to hire the contractor full time?

This is the point where the two platforms differ most, and where both get expensive.

Upwork publishes its answer. Moving a relationship that started on Upwork off the platform triggers a conversion fee of 13.5% of the freelancer's estimated annual earnings, calculated as the hourly rate times 2,080 hours. Upwork's own help page gives the example: $50 an hour produces a $14,040 fee. At $65 an hour it is $18,252. At $100 it is $28,080.

Toptal does not publish its answer. Its FAQ says that for the most part you can bring a Toptal worker into your company, and that it will work with you to agree an arrangement. Get that arrangement in writing before the engagement starts, not when you are ready to make an offer and have no leverage left.

For comparison, contingency recruiters in the US usually charge 15% to 25% of first year salary, as our page on recruiter fees shows, so Upwork's 13.5% is in the same family. A person you find through your own job post costs nothing extra to hire. Once you pay a contractor directly, you also need your own contractor agreement with an intellectual property assignment, since the platform's terms no longer cover you, and teams that hire contractors often use software to track contractor agreements and renewal dates so the IP clause is never missing.

Which should you use?

Use Upwork for a defined piece of work you can review yourself: a bug, a landing page, a data migration, a script. Set up bank payment if you can, write a precise brief, and budget a few hours for reading proposals.

Use Toptal when a deadline is close, the skill is scarce, and a pre-screened shortlist is worth a premium. Take the two week trial seriously and use it to test the actual work, not just the interview.

Use neither when you already know the role is permanent. A full-time remote developer hired directly costs a salary, payroll taxes and benefits, and the search itself.
