Breezy HR costs $157 a month for Startup, $273 for Growth and $439 for Business when billed yearly, or $189, $329 and $529 a month when billed monthly. That is $1,884, $3,276 and $5,268 a year on yearly billing. A free Bootstrap plan covers one active job at a time, and a Custom Pro plan above Business is sold by quote. Every plan includes unlimited users, so the price does not grow with your hiring team. Breezy HR is one of the few applicant tracking systems that sells at a flat, published price per plan instead of per recruiter seat or per employee. That makes it easy to budget, and it is why Breezy is on the shortlist of so many US companies with 10 to 250 employees.
The headline numbers are easy to find. What most guides leave out is what the free plan really keeps, which features sit only on Business or Pro, and how Breezy compares with JazzHR, which is priced the same way. This page covers all of it, with the yearly and three-year totals worked out.

How much does Breezy HR cost?
Breezy HR costs $1,884 a year for Startup, $3,276 for Growth and $5,268 for Business on yearly billing, or $2,268, $3,948 and $6,348 a year if you pay month to month. The plan cards on breezy.hr/pricing show both prices; yearly billing is labelled as two months free, and the arithmetic matches that to within a few dollars.

Every plan, free ones included, comes with unlimited users and unlimited candidates. That is the single biggest difference from per-seat systems: adding ten hiring managers to Growth costs nothing, while the same ten people would add a line to the bill at a per-user vendor.
Is Breezy HR free?
Yes, within tight limits. The free Bootstrap plan keeps one active position or candidate pool at a time, and it only gives full access to candidates added in the last 30 days. You can create as many positions as you like, but you have to close or archive one before another can go live.
Bootstrap still includes a branded career site, distribution to more than 50 job boards, resume parsing in 20+ languages, unlimited users and GDPR tools. For a company that fills one role at a time and does not need to look back at older applicants, it is a real ATS at no cost.
The 30-day window is the part to plan around. If you reopen a similar role three months later, the people who applied last time are outside the window on Bootstrap. A company that hires the same kind of role repeatedly, such as support agents or sales reps, is the buyer who outgrows Bootstrap fastest, usually into Startup at $157 a month.
Breezy also offers a free trial of the paid features from its sign-up page, which review directories describe as 14 days with no card required. Use it to test the Growth features you would actually pay for, such as scorecards and multiple pipelines, rather than the Bootstrap basics.

Startup removes the one-job limit and adds the everyday recruiting tools, Growth adds structured interviewing and referral tools, and Business adds approvals, HRIS integrations, assessments and priority support. Each plan includes everything in the plan below it.

Growth is labelled most popular, and for good reason: scorecards and interview guides are what keep several interviewers consistent. The jump to Business is usually forced by one line, most often HRIS integrations or offer approvals. If your payroll or HR system needs new hires pushed into it automatically, budget for Business from the start.
Breezy HR add-on costs
Breezy sells five add-ons on top of every plan. Text messaging credits start at $41 a month, the Onboard module at $49 a month and Breezy Intelligence AI credits at $30 per 100,000 credits. Perform, the performance management product, and Expert Training sessions are also listed, without a public price.

One way to read these numbers: Business billed yearly with texting and onboarding added comes to $439 + $41 + $49 = $529 a month, which is exactly what Business costs billed monthly with no add-ons. On Growth, the same two add-ons take the bill from $273 to $363 a month, or $4,356 a year. If texting candidates is how you reach hourly or field applicants, put it in the budget from day one, because no base plan includes it.
What Breezy Business does not include
API access, advanced reporting and data export or import are not part of any self-serve Breezy plan. They are options on the Custom Pro plan, which also adds a dedicated account manager and is sold by quote. That is stated on the Custom Pro card at the bottom of the Breezy pricing page.
This matters more than it looks. A company that wants to sync candidates with an internal data warehouse, build its own hiring dashboards or keep a bulk export for compliance will hit the Business ceiling, and the next step has no published price. Ask for a Pro quote before you sign a yearly Business contract if any of those three needs is on your roadmap, so the comparison with Greenhouse or Ashby happens on full information.
For comparison, Greenhouse pricing is quote-only from the first plan, and Ashby pricing publishes five headcount bands up to 100 employees and quotes above that. Breezy is the only one of the three where a 200-person company can buy a full plan online.
What Breezy HR costs over three years
Three years of Breezy HR cost $5,652 on Startup, $9,828 on Growth and $15,804 on Business at today's yearly prices, or $6,804, $11,844 and $19,044 on monthly billing.

These totals assume list prices hold and leave out add-ons. Breezy does not publish a renewal cap, so ask whether your yearly price is locked at renewal before you sign. Monthly billing is worth the premium only while you test whether the tool fits; once a second hiring cycle runs through it, switch to yearly.

Breezy and JazzHR both charge one flat price per plan, and above the entry tier Breezy is the cheaper of the two: Growth at $3,276 a year undercuts JazzHR Plus at $3,480, and Business at $5,268 undercuts JazzHR Pro at $5,508. Against per-seat systems, the answer depends on how many people recruit. Breezy Startup at $157 a month costs less than Zoho Recruit Standard at $25 per recruiter once you have seven recruiters, and less than Manatal Professional at $15 per user once you have eleven. Breezy Growth passes Manatal Enterprise at $35 per user at eight users. Below those counts, the per-seat tools are cheaper. Note that Manatal does not charge for hiring managers, while Breezy does not charge for anyone, so count only the people who recruit full time when you run this comparison.
Workable pricing starts at $299 a month for companies with 1 to 20 employees, more than Breezy Growth, and it rises with headcount, which Breezy does not.
Where Breezy customers' hires actually come from
Breezy's own 2026 Source of Hire Report, built on 14.2 million applications in 2025, found that Indeed accounts for 76% of hires made through Breezy, employee referrals convert at 8%, four times the rate of any major job board, and time to hire ranges from 19 to 184 days depending on the source. LinkedIn applications grew 58% year over year, yet only 25% of those interviews led to an offer.
The point for a buyer is that the ATS is the filing cabinet. The plan you pick decides how quickly you can screen and move people, but the applicants still come from where you post.
